Focus on the TEACHERS as the KEY element of schools, not the administrators!

Teachers need to be respected and recognized as professionals. Compare other countries!
A teacher should be able to focus on teaching, and not to be concerned with spending time on administrative duties or security assignments.
Teachers need to be empowered to be the authority in the classroom. Administrators need to support, not override teachers.
Adequate performance-based compensation both for teachers and administrators. The performance reviews of teachers need to be professional as in other organizations with professionals.
Teacher and student surveys need to be utilized for the assessment of the productivity and effectiveness of administrators.
